Saline County Emergency Management Agency EMD, Brad Hinz, along with the Saline County Commission have contracted with Pioneer Trails Regional Planning Commission for the Saline County Hazard Mitigation Plan Update. This Hazard Mitigation Plan is a direct result of the Disaster Mitigation Act (DMA) of 2000 enacted the 201.4 Rule; which allows local level federal mitigation funds for those jurisdictions which have participated in the planning and adoption of an approved natural hazard mitigation plan.

Hazard Mitigation is the only phase of emergency management specifically dedicated to breaking the cycle of damage, reconstruction, and repeated damage. Among other hazards, Missouri is at risk for tornadoes, floods, drought, earthquakes, severe weather, and even wildfires. The Saline Co. Hazard Mitigation Plan is an important planning component to Federal & State-level programs for the management of disasters and their impacts.

The Goals Identified for the plan update on 7/18/2025 by the Mitigation Planning Committee (MPC) are:

1. Protect the lives and livelihoods of all citizens.
2. Manage growth through sustainable principles and practices.
3. Ensure continued operation of government and emergency functions during and after a disaster.
4.Preserve and maintain property, infrastructure, business, and jurisdictional vitality.
