JOCO Spirit Trail Coalition
The Johnson County Trail Coalition was formed in July 2012 with the goal of exploring alternative transportation opportunities County-wide (Exhibit 1). – The coalition is made-up of individuals from the City of Warrensburg, University of Central Missouri (UCM), Whiteman AFB, Knob Noster State Park and Johnson county Commission (i.e. Bill Gabel, Presiding Commissioner; Paula Hopkins, Warrensburg Administer; Mike Racy, UCM Strategic Planner; Dan Files, Missouri Dept. of Natural Resources; Brig. Gen. Tom Bussiere, Cmdr. 509th Bomb Wing). The first focus for the Coalition is the seven-mile multi-modal link from the City of Warrensburg east to Knob Noster, Knob Noster State Park and Whiteman Air Force Base.
This project, shown in Exhibit 3, is Phase one of a three phase multi-modal transportation link. The proposed four mile long, ten foot wide asphalt and aggregate trail project will connect to Warrensburg’s East Hale Lake Road trail, previously constructed with Federal Highway Administration funds in 1996 and 2000, and will terminate at the Knob Noster Park Boundary atop Bristle Ridge. Located in the right of way of State Highway DD in the north central part of Johnson County, Phase One, four-mile multi-modal trail will provide horizontally separated access from the Highway to over 1200 users within a mile either side of Highway DD. This effort is a combination of private, transportation enhancement, and MODoT Cost-share funds totals $777,500
The project will connect residents with local education facilities whose influence extends beyond the political boundary of Johnson County. The University of Central Missouri, serving 11,000 students, is a center for competitive sporting events, professional visual and performing art productions and an education hub. Equally as diverse, Whiteman Air Force Base is an important component of this project. The Base employs approximately 7,000 military men and women who attend, visit and contribute to the continued economic success of the area. Last, but not least, Knob Noster State Park provides consistent recreational outdoor opportunities for the area. The Park has ongoing monthly activities for the community, equestrian, hiking and mountain bike trails.
Eastern Federal Lands Access Program
This program will complete the Trail Build Design, providing Bicycle/Pedestrian access from the cities of Warrensburg, Knob Noster to Whiteman AFB. Whiteman AFB is the premiere Dept. of Defense installation; Home of the B-2 Bomber, the only stealth bomber in the world. Open house events at Whiteman gather 50,000 visitors from around the country. The Coalition feels this project will be the cap stone to Missouri’s Trail system with future connection to the Kathy Trail.
