
MAINTENANCE
1. State Road T near Grand Pass has a culvert which can't carry the water. The road floods in a rain storm. Drainage issues need to be evaluated.
2. Routes C and O do not have lines painted on them which makes these roads hazardous, particularly in the evening hours.
3. Highway 20 west of Marshall has a problem with the pavement being eaten away at the edges. This problem is most prevalent near Shackelford. The cause of this is probably the increased 18 wheel truck traffic over the past year or so.
4. The sight lines at Highway 127 and Highway 65 are bad. Trucks using Highway 127 have to pull almost onto the road to see if traffic is coming prior to pulling onto Highway 65.
5. Addressing the surface water problems east of Grand Pass on Highway 65 where a culvert runs under the road that is not large enough to contain the present flow in wet conditions. The water runs over the road in two places, one by the house on the straight stretch of the road immediately east of town and one about a quarter mile south of the house.
6. Repair the flaking of the road along Highway 127 between Highway 65 and Highway 20. The large increase of usage by 18 wheel grain trucks on a road designed for light travel is taxing the integrity of this road.
7. Pavement overlays on Highway 240 in Slater have made the road narrower and the drop-off unacceptably steep for an in-town road. Possible alternatives may include adding a bicycle trail or sidewalk area or simply improving the shoulder of the road.
SAFETY
1. Clyde's Corner reshaping to alleviate the accident potential at this location, ten miles north of Marshall on Highway 65. Short term stop-gap measures include signage and flashing lights with a speed sensor notifying people if they are traveling too fast.
NEW CONSTRUCTION
1. Relocate the entrance to the APAC Quarry 7 miles south of Marshall on Highway 65. this would increase the sight line in both directions and provide slow-down turning lanes and speed-up lanes. The costs associated with this project are expected to be covered by APAC.
2. The present Highway 65 by-pass around Marshall has become a very congested area with the added stoplight at Walmart and the increased traffic load. A new by-pass needs to be constructed with 4-lanes and limited access with an overpass at Highway 20 and at the south entrance to Marshall.
3. The Marshall Junction interchange and outer road intersections south and north need to be addressed. Traffic merges onto and off I-70 at the same point as Highway 65 traffic is trying to turn onto the outer roads. Future development of this area will require more study be done to make this whole intersection safe and not constrict the flow of traffic on Highway 65 with a light.
4. Address the surface water problem in low areas west of Malta Bend on Highway 65. Water crosses the road during rainstorms making travel treacherous.
5. Replace three bridges along Highway 41 between Arrow Rock and Marshall. All three are narrow bridges and this road is used as a diversionary road should an accident demand traffic on I-70 be diverted for a period of time. Traffic over the years has increased some as more trucks use this road to travel to plants in Slater, Marshall, and Malta Bend.
6. The first curve on Highway 240 south of Slater, known as "Terry Harris Corner" has a problem with water covering the road in rainy conditions. Drainage needs to be looked at to develop a way to prevent water from going over the road.
BIG PICTURE PROJECTS FOR SALINE COUNTY
1. The Missouri River Bridge at Waverly is very dark at night. Reflectors placed on the sides of the bridge and the edge of the road would provide some illumination at a relatively small price. Other states use these reflectors on most bridges.
2. Highway 65 passing through Sedalia s a major bottleneck for people going north and south as well and Highway 50 is a bottleneck for people going east and west. Sedalia needs a by-pass for both of these roads. This would alleviate traffic on I-70 and make Highway 65 a viable alternative to out-of-the-way travel through Kansas City for people going to Branson and the Missouri Lake areas.
3. Highway 65 is a major thoroughfare through the heart of Missouri, and the major link between Des Moines, Iowa, and Little Rock, Arkansas. This Highway 65 corridor also links Missouri's largest lakes with the outside world. this road needs to be 4-laned from the Iowa border to the Arkansas border. If funding for a 4-lane road is not available, a three lane road needs to be evaluated. All towns along the route need to be by-passed and all stop lights need to be removed along the whole length of this road.
4. The Salt Fork Bridge south of the Highway 23 and Highway 24 intersection needs to be looked at. The bridge is narrow and in need of repair.
5. Highway 23 north of Concordia has two very narrow old bridges which need to be widened. A third bridge has already been widened, so someone recognized the problem.
6. The junction of Highway 24 and Highway 65 at Waverly is a bad intersection. Hopefully the signage and lights will help the problem; however, the committee feels this should be monitored to see if these measures work.
